You'll have a hard time getting your spells yourself. Most every vendor outside of Cabilis is going to hate you as an iksar unless you put in a lot of time improving your faction.
You can always enlist the help of other players though, or try to drop something of value on the ground in a spot you've got an alt logged out and then switch to pick the item up, sell it, buy spells with it and stick the spells in a pack, then drop the pack and switch back to your necro to pick up the bag. It works quite well if you do it in a safe, out-of-the-way location. Neither method is entirely trustworthy though!
