And why not? This game is already not like classic in many ways, with shared banks and 'fixed' pets that don't use weapon stats and mobs that can't really be fear kited anymore. Plus the server can only support half the population that the average server had back during launch, and the playerbase is of a vastly different demographic. Your argument is a false dichotomy; you're claiming there are only two options when there are actually many (and indeed, the current 'answer' to your question that the developers have pickled is not even one of the options you presented).
