She was likely in the game as a Warrior Guildmaster, then the newbie armor quests were added much later on. Basically, those quests aren't Classic, so even if she's in she won't be giving them.

Hmm, yeah, that makes a lot of sense.
I remember her being in-game but do not recall any of those quests. It didn't occur to me that the NPC came before the quests, but I guess there
were a lot of seemingly useless NPCs.
