Sounds like you've never played a druid, and have never been invited to a a group for the sole purpose of sowing everyone and the group immediately disbands....time and time again.....
There has always been a degree of "druid envy" in Everquest. Everyone wants to benefit from druid skills (sow, chloro, DS, teleports, binds, etc), but no one wants to group with them. That can mentally and emotionally jade a druid who enjoys playing the game and the class, but can't stand the constant "sow pls" tells. I myself got to the point on live where I wouldn't sow people unless they literally typed out "May I please have a Spirit of Wolf buff?". My friends and guildies got it and understood, and were perfectly cool with it, but random douches in PUGs despised me, and the feeling was mutual. :P
Bottom line is that a "twinked" cleric should have had his own means of runspeed (cough JBoots) and you can't sow an encumbered cleric when you're oom and afk. Best seems like a sociopath, at any rate. I definitely won't be grouping with him.

I think it's perfectly okay for a Druid to not cast SoW on people in their group unless it's needed. They have no obligation to buff people randomly. My point is that if you don't want to cast SoW on someone who doesn't need it, you should be straight with them, give them a good reason, and don't lie to them like Tylaric does. If people don't accept "you don't need it" as an acceptable reason, that's their problem.
I guess a point can be made that druids will just feel like douches for not giving group members SoW because they don't need it, but they really shouldn't, because as I said there's no obligation to hand out buffs to people just because they're grouped with you.
