You are asking for a low-weight boot makes me think you are a Monk. Know that all special attacks for monks are Magical starting with Round Kick. That known, if i were you, i would just ignore magical boots and focus on that for your magical *kicks*.
Also: In my experience there are no netted shoes or mesh boots. There are Woven Sandals though.
