Considering there has not been any clue as to the release date of Velious on this server you are looking at anywhere from one month to a year before it comes out, or more.
5/55 rings get a very minor upgrade with Velium bars to 6/65 rings. Black Sapphire necklace has a minor upgrade to 65/65.
Fungi Tunic and Hiero Cloak are still awesome.
Kunark Armor is instantly replaced with Thurg/PoG/SS/Kael quest armors (except for certain pieces Donal's BP, JBB, etc.).
No reason right now to forego or hold back something to put on a new character just because you want to wait for Velious; especially, if you want that character to be leveled up in time for Velious.
