its true about that but the Ragebringer is only 40% haste and I do a decent bit of soloing while waiting for parties so I dont generally have haste casted on me so I am not hitting the cap.
When i posted I was asking whether the haste worked starting at lvl 1 or not and from what ive learned along with what oter people have showed it seems to work
