The shaman powerlevel is more for higher levels, especially melees. It's more an OOG duo really - buff some melee to hell, slow, maybe tank, and hopefully the dude you're PLing gets a little more than half the damage and you get a little less.
I traded PLs with another shaman earlier - he PLed my 59 monk, and I PLed his 51 warrior. It worked wonderfully!
