So I got the sack of Hay from killing every scarecrow I could find.
Then I found Roror in the water in Feerot -467, 680. The rest of the quest was fine, then I found out Shakey was KOS to wolf form, and my fellow druids mocked me and said they all knew that

So the quest works, it just is a lootable item, not a ground spawn.
