How I do it:
/who all <level>
I search up and down five levels of my level. Whatever zone tends to have the most people, that's where I go. (within reason of course, like I can't do Crushbone as a Troll)

So for instance, if you were a level 15 cleric, you might type:
/who all warrior 10 20 or
/who all lfg 10 20
