I'd go with the third option of Wu's Quivering and FBSS. This would make your damage/delay something around 23/23, maybe even 23/22. which is definitely going to be better than 38/40 even with a loss in Str and AC. IFS is brutally slow with no haste. Wu's/FBSS will be better than straight Peacebringer too imho.
