The devs didn't disable it, they're disabled automatically as a result of setting the expansion count to kunark. It would be truer to say that they didn't go out of their way to enable it, which they shouldn't be expected to do.

Which I did for them! haha. Because it's not classic so they can't be expected to waste time doing it so I took the time to do it myself so they wouldn't have to
