As others have pointed out, this is an old idea - we already tried global OOC on this server for many, many months.
It sucked. Everyone was bitching about it. Drama queens telling their life story. During peak hours, text scrolled by too fast to be read. Constantly trying to /ignore Iillllilillliiililliiili.
The server improved hugely when they got rid of it. It gave us, among other things: useful and informative local communication; nerfed spammers; and EC tunnel as the gods intended it.
