I played a bard on live and using him i managed to PL a cleric from 1 to 49 in 13 hours of played time granted my bard was 65 and had good gear i am sure a 60 bard could do it also....
what i did was twist 3 damage shield songs together with and AE slow(builds agro but does no damage) cleric would AE once or twice when mobs got below 10% depending on resists mobs would kill themselves on the DS shield cleric would heal me back up to full if needed.. rinse and repeat
i am not sure how possible it is now though you might need a fairly geared bard...
make sure bard is not using any weps or his back is facing the mobs and he might have to sit to take some hits at lower lvl's
