Yeah that sounds fine to me. Although I imagine we'll still have the spammer do his thing, i doubt we'd be able to get rid of him without imposing a level restriction on ooc, but at least it'll make his spam more manageable. But i'm also wondering if it'll get to that point where the spam isn't enough to warrant /ignoring him, but at the same time he'll keep spamming ...
