Yes I would expect a bard not to understand how gay it is to level - that's alright.
I'm also not placing 100% of the reason this servers pop is low on the exp rate - there are a lot of problems such as recharging, Roots landing way too much, global ooc so people can find groups (like blue had).

XP is not the problem, keep it classic. And I say that as a level 50 (non bard) hybrid, who was not "carried" at all, did it the old fashion way as intended.
