I think it actually relies on the level of the person casting it. When you first get it, KLL is still pretty useful (someone low leveled can feel free to confirm this), but later on it resists very frequently, even on green mobs. This is classic, it was nerfed back in the day because it was extremely overpowered for a spell that cost no mana and so you'll just have to stick to the level 28/53 mezzes.
