Federalist Papers didn't call for creation a monolithic power but for the prevention of confederacies in a fledgling nation that could easily be taken over by foreign powers familiar with divide and conquer military strategy. A strong central government was the entire reason they fought against the King, hence the mottos of the revolutionary war:
"No Kings but King Jesus"
"That government which governs best, governs least"

I was hoping for HBB's analysis, since he is so well read on the founders' intents.
