Default Blazing Vambraces & Shield of Flame
The Blazing Vambraces are giving me a casting time of around 3 seconds for the clicky "Shield of Flame" The item link in game says it is instant. I am not sure if the classic version had a casting time or what but one of the two are wrong, the casting time or the description of the item.
