I don't like pvp exp loss because its not classic, but its not nearly as bad as anyone makes it. Its usually, at worst, 15 minutes of exp to get back.
As a new player, the biggest trouble you will run into will be grouping without a high population and way to organize groups. Global OOC will likely be introduced to try to fix this, though the longer i read the forums, the more i know it will be a horrible idea. Hopefully they find a legit in game way to help those seeking a group.
Other than that, most of the population decline is people near high levels that don't feel that the present content is worth doing over and over while waiting for stuff like sol ro/planes or kunark. This can be seen when the server population literally doubles during a raid where those raiding and those contesting log in 50-100 level 50s that you hardly even see on a day to day basis.
Lots to do, and I'm hopeful things will only get busier as fixes and content are implemented.
