Shardwing in Rathe Mountains is suppose to drop the arrow AND cloak every single time. I've been killing him tons on P99 and a few times on P99 red and he drops arrow about 80% of the time only.

I thought he only dropped both about 80% of the time. But anyway, I've killed him 3x and got 3 arrows... just thought I was super unlucky. Guess not~
