Sure, in a theoretical vacuum.
"Space" is not a perfect vacuum. If the signals were transmitted from space, this would be nearly true, but there is quite a bit of interference between earth and "space," causing that signal to slow down quite a bit before it gets to that near-vacuum point.
Or did I miss that day in physics?
