All of the vendors in the Overthere outpost are greedy vendors (sell for 2x, buy for 1/2 normal), which explains the variation between the two vendors you listed.

I could not find any pricing data for it from before. But common sence would tell most normal people that a lvl16 spell should be cheaper than all the other spells merchant sells which are lvl50+ lvl58 ones are 45pp. normal lvl16 spell is ~6pp so at most it should be 12pp.
