This sounds logical if you're anti-social and have no friends, and no options for a guild. It may ring truer for people just starting, but a case can be made for forums in that regard.
I started on the server late and had few people to level up with. I made friends, some of whom I PvP against now...and even so we're still friendly.

Community and liveliness comes from being social in a social game. Not trying to be the uber solo PK that doesn't have any other means of being involved in a community other than global and YT.

The community interaction on the server right now is virtually nil. If you're solo and/or guildless, then yeah it's even worse.
Back on live sometimes GFay or EC would have 200+ people in it, which is the entire server's population.
OOC gives people something to do while they're sitting for ten minutes to regenerate HPs in between solo grind kills. The trash talk and drama is what a lot of people used to play for on TZ.
I wouldn't even consider it as "global" OOC - it's more like "OOC that will actually get used for its intended purpose". The same goes for /auction.
