The normal everyday xp mobs that are able to cast fear are casting the wrong version of it.
On live, those mobs would use Fear II instead.

The only mobs that I remember using the other kind of fear were either in the Plane of Fear (turmoil toads?) or casting Dragon Roar and not fear.
I checked the history in Lucy, but that was a dead end because its first entry date is the same as regular fear. Probably because that's when Lucy was made.
