While a temporary solution with the current population...there are a couple of things to consider.
If things are done to draw new players in, global ooc could be a huge turnoff for them. We could try it and see if the population goes up - which I highly doubt, save maybe 15 or so people that won't last a month because they'll be screaming for 10x XP and won't get it.
The better idea is to use the applications that were surely submitted for new guides, and start doing a bunch of events. I'm talking at least one event a week or more.
We want to draw a permanent crowd. Things have changed a bit from server up. Most exploits have been dealt with, things like guard assist are in now, and server stability is great. Do some positive things to draw people in...I've talked to several people that may quit if global ooc is brought in.
How would losing players to gain (imo) a small number of people work to the server's advantage?
Do things that will excite potential players and that will help retain who we have. The global ooc thing is a very divisive issue.

Prefacing this with: NOT SAYING GLOBAL OOC IS GOING IN FOR SURE
Just quoting one post because I'm too sick to go back and dig out everything I want to reply to specifically. This post embodies pretty much what all of the naysayers (or Neigh-sayers amirite GLITCH?) are saying.
The main arguments against global OOC seem to be:
1. The trolls will take it over.
2. The potential for it to look like a local klan meeting.
3. People giving away locations
4. Potential for people to grief others off of the server
The channel will be moderated so i think a lot of that other stuff is moot.
And global ooc on beta was atrocious, don't fool yourselves into thinking it wasn't.
RE: people being concerned that players will quit because of global OOC - what about the players that have quit because there is NO global OOC or no way to find groups? It is important to look at the BIG picture. As far as i'm concerned....I don't personally care either way as long as people behave BUT I am willing to look at the big picture and see why it's possible that it might be needed.
There was also a question here somewhere about how moderated it would be.
Here are some rules that will apply IF global chat is implemented:

- DO NOT use racist remarks. DO NOT harass people. Limit your use of profanity, especially in public channels. Remember there is a difference between cursing and cursing at someone. You will receive warning, and if you still refuse to cooperate, you will be banned.

The guides and I will moderate this channel as deemed necessary.
A few things to note:
*Global OOC needs to be an environment conducive to new players WANTING to play here. That means if someone /ooc's and is a newbie that you don't get to troll them and act like total asshats.
*Can't stress it enough - NO RACIAL SLURS. Keep profanity to a minimum and if I see stuff that is over the top expect me to say something to you and if you don't listen then expect me to get your attention in some way.
*I am DEAD serious. Pretty much if we enable global OOC and you guys can't follow the rules and act like you have sense then you will go around singing the blue server's catchphrase.
"This is why we can't have nice things"
And obviously this is all assuming we DO enable it.
I'm just letting you know it's not going to be the shit fest you may be afraid (or be hoping) it will be.
