which according to the timeline recently issued by sony, epics weren't released until after velious which means this quest wouldn't have been available till then.
however since all the other epic quests are in game already (and maybe they shouldn't be yet), and this quest is for the rogue sub quest for epic for the unlucky ones, it probably should be in now like the rest of the epic quests

retconned the timeline to facilitate their own Progression Server ideals. There are posts about it, most famously this one:
