That looks right. The idea is basically that above 200 wis/int you should examine straight up +mana items because you might get a better return.

So you don't have to check, here are the values using Deajay's formula (which appears to jive with your empirical evidence)

INT | mana gained from baseline of 200
200 | 0
205 | 23
210 | 46
215 | 69
220 | 93
225 | 116
230 | 139
235 | 163
240 | 186
245 | 209
250 | 232
255 | 256

So basically you get 4 or 5 mana (usually 5) per int point above 200. The variance comes from the truncation of the mana value.
