Rapture has a bitch of a CD compared to the other mezzes and a rather high mana cost as well.
It's still pretty nasty.
As far as iksars we already have ogre warriors/shamans/SKs
The monks, from a caster stand point, are going to be dangerous more as a result from Kunark gear than just being an Iksar. I believe humans can reach a higher base starting STR than Iksar, too lazy to look.
