So I figure making Guilds is a bit different than the real game, since there is no chat service. I asked in-game about it and was only told you had to Petition for it.

Are there any requirements for Guilds on the server? A minimum amount of people? An in-game monetary fee? Any level requirements?

I am looking to re-create the Guild I had started a few months after Kunark came out back in the day, The Order of Pureblood Elves.
