That is probably it, and it improves faction inside qeynos but not QHills, meaning it's a different faction. In Live fangs increase faction with qeynos guards everywhere, as does killing gnolls.
I can't turn in gnoll fangs until the qeynos guards are dubious, which will never happen no matter how many gnolls I slay, due to this bug.
