Talking things out is a wonderful philosophy. 10 players sitting and waiting for an NPC to spawn can reach a peaceful agreement, yet an 11th can show up and ruin it for them all. And that's one reason we need rules - so the one jerk doesn't ruin a good thing for the other 10, or 20, or 500.

Once a person, group, or guild has handed in a quest item, spawned, or engaged any of the above mobs, is it ok for another person, group or guild to charm / mez / memblur that mob without the original party's consent?
If an NPC accepts turn in items from multiple PC's at the same time, is it ok for someone not getting exp to loot items without the agreement of the party which had exp? (Some of the mobs listed have short corpses; a GM will likely not be available to respond before corpse rot.)
