Yeah + they get exponentially worse when someone (read: strong authority figure / Dad that they never had) doesn't have a leash on them.
On live TZ there was a higher standard in general - players actually adhered to "kill someone once + let them LnS" on both sides. This was purely player-driven.
The playerbase needs to put griefers into the minority and blacklist/mark them. They are always going to do their thing, but if 90% of the server plays by a different set of rules and there are consequences for people who break them (read: big guild handing it back known griefers / making their life hell), then it won't be so popular.
This is the responsibility of the bigger guilds on the server - specifically the leadership. REMEMBER WHAT UNCLE BEN TOLD SPIDERMAN
