In my opinion, you should go the Strannix route from "Under Siege", the apex of Steven Seagal's movie career:

The staff has the ultimate leverage... people's time and effort on this server can be erased forever with a few keystrokes. That should be enough deterrent to keep everyone in line -- but somehow it isn't, which tells me there isn't enough of it going around. |
It's not that there isn't enough of it around, it's that some players have learned how to manipulate the system, and when punished, will attempt to divide and subvert the staff for their own benefit. This is pretty much SOP at this point since the behavior has been rewarded so many times.
