to be fair...the devs put in HUGE effort to get the boats working, because it's what we all wanted. that's something the SoE team even gave up on, because DX9 broke the code, and it was too much effort for them to fix.
combine that with the fact that the huge majority of us love the boats and want it as part of our EQ experience...

Actually it really wasn't that much work. I had spent some time messing with values trying to solve the mystery and set it aside until closer to launch. I kept thinking about it, and one day, while answering a petition about a train in front of CT, I had an epiphany and knew exactly what to do.
Looking at the pack of ogre guards at the zoneline, I thought to myself... "Self..." - That's what I call myself, is self - "why is it that I can zip right past these 5 ogre guards and zone in, but one afk tub of ogre in front of solb will ruin everyone's day?"
The solution was simple. Boats needed to be players. Thus, all boats are driven by the souls of the banned. And that's how boats were fixed.
