This is a mistake most people make when starting out on a pvp server. More people around just means more people to kill you. Perfect number of people in a zone would equal the amount of people in your group, which is a hard number to get. It doesn't happen often, it is either over or under populated.
I spent my first 12 levels in steamfont completely out of view from everyone else 90% of the time. I would level up in discrete locations and med hidden. Then I would wonder out and pick and choose who I wanted to kill when I needed plat for spells. It seemed like people didn't expect to get pked standing out in the open. Maybe these are the people who quit that don't understand what a pvp server really is.
If you want people to group with you have to figure out a way to organize it. You can't expect to just go into a zone and find 5-10 friendly people to choose from to form your group. If you have that many people on a pvp server there should be 2-3 people backstabbing you and killing your group while you level.
This is why there are less people on pvp servers. It is why having less people is okay on pvp servers. It is why end game pve is that much harder, and that much more rewarding. I like the current population when in game. I don't care what the number says when I'm logging in. I like how the game feels right now with the current population. It shouldn't be filled with people, everyone should be an enemy unless you have an alliance previously, and you should be able to seek out people in your range if you put in effort.
