My experience thus far has been several hours i played as a shadow knight about 9 years ago. But i have since forgotten all that info. just that i played it for about 3 hours. so im essentially walking into P99 with a clean slate.
And recently leveling up a wizard to lvl 3. (several more hours spent). i have yet to wander more than 300 yards outside the gates of Erdin.
but im thinking of starting another character as im not really feeling the wizard. That said, i have some questions. Since the standard google search yields nothing useful since everything pertains to EQ now, not EQ back in the day.
stat caps? are there any? Diminishing returns?
At higher levels, does the race/class matter as much? such as an ogre warrior opposed to a halfling warrior? If race/class does matter, is there a site/link with said info?
Ive seen a post somewhere here in my lurking that warriors and i think bards were horrible picks for newbies. any reason why?
what class would be good for a newbie to learn the game and not be frustrated by overwhelming info?
Is twinking an issue the way it is in WoW? those with characters they can afford to pimp out, will I be slowing down a group (so to speak) because my numbers arent up to their standard?
And a friend of mine (who has logged hundreds of hours in classic eq) has stated she would join me as a cleric. what would be a class to best compliment her?
At what level should i start seeking out groups? Or, what level does soloing become so painful that grouping is the best option? (i like grouping btw).
i know i have more questions, but this was what i could think of.

Stat caps: You can get up to 255 in a stat at the moment. Diminishing returns exist for mana gained from int/wis over 200, rest seems to be subject to some debate.
Race choices: The higher level you get and (especially) the better gear you get, the less relevant your race choice is as gear adds more and more +stats. Ogre does really add a fair bit more stats than other races though and trolls have their innate regen for one. visit wiki.project1999.org and look through the race info for details on each race. I won't lie and say that it truly "doesn't matter", but the differences aren't significant with good gear.
Warriors/Bards for newbies. Warrior is an uphill battle simply because they are very gear dependant and starting out, of course you can't really afford the good stuff. That said, lots of mid level "second tier" gear is quite cheap at this point so it isn't really THAT bad getting them geared up. This goes for all melee really. Bards aren't nearly as gear reliant and I wouldn't say are a bad choice. In the end though, best bet is starting out with a caster of some sort but it certainly isn't required.
Good classes for newbies: Necro is a safe bet, so is druid. Druids are good for raising money and for getting around the world easily since they have ports, not so desirable for 6 man groups however. Mages clear through weaker mobs fast with their fire pet that has a damage shield. Shaman have all sorts of tools to be effective solo or in groups, even without good gear. Honorable mention to Enchanters, which while they require a good degree of situational awareness, aren't gear dependant and both solo and group extremely well.
Twinking: It's "an issue" in that many people are twinked. As far as getting in groups, not so much. Also if you're a caster, people will invite you based on class rather than gear.
Duoing with a cleric: Clerics pair well with many classes, so this isn't very restrictive. If you're doing any sort of soloing where you (or even a pet) are taking damage, you can pair well with a cleric.
When to group?: Once you reach level 5-6 or so, feel free to start grouping. Probably the most populous places to go as a very low level for grouping are greater fay (orc hill camps and then crushbone) or east commons (orc camps, then dervish camps in nro, on to oasis etc).
