Any pve content will just promote everyone getting together to pvp anyways.
One pvp idea: Group free for all. Have every guild select their top 5 players and stick them all in one zone and see who is the last guild standing. No rules. Probably need to wait about a month or more for more guilds to have lvl 50's.
The key here is that the reward isnt anything huge.
