A permanent solution that I would be in favor of is removing this, wiping the server, and implementing a permanent 15-35% xp boost.
All the things that were supposed to be 'tested' and removed were actually 'tested' and exploited on the launch. All the 'elites' will come back to regain their elite status, don't worry... and other people who have left the server because of the exploiters will come back too.
