Faction does seem screwy from what i remember from live...but i never played a evil race..and i do not have any evidence to back up my claims other than memory.
One example was killing Goblins in Sol A gave faction for gnomes and the recipricol was true as well. Same for killing Goblins in High Keep would give postive hits with High Keep guards..but it does not.
I have no complaints if this is how it is intended then game on. Just wanted to bring it up.
