I know bene works, used it in SolRo, but if it is resisted you are toast. Tried to use Alliance from Rod of Insidious Glamor on a merchent in freeport, it took but I didn't get any faction boost that I could tell.

If bene works isn't more likely that alliance just isn't a big enough faction boost to cause any noticeable difference in faction?
Like i said, i've seen alliance change my faction with NPC's, and it's never drawn aggro or been resisted. Working fine for me.
