pretty sure it's working as intended. this is from the p99 wiki, which i believe the source was originally a castersrealm guide that was current during late kunark - early velious. Some of the guide is written like a journal and has some dates posted around December of '99.

Mesmerize, Enthrall, and Mesmerization do not stack, and you must let one expire before putting on another. For example, if you have been AE Mezzing three mobs, and you want to switch to Enthrall on them, you'd best root them or something while they're under the AE mez, and when the effect breaks quickly Enthrall them. I recommend just layering the AE mez on until there's only one mob.
