Two things are wrong:
1) There should be
A Half Elf Courtesan down there.
2) Mare X`Lottl thinks the Kunark expansion is out, and gives all the talking for the
quest for Tayla Ironforge. You can give her the Jasper needed to get the token, but you receive an error message. Unfortunately I didn't grab a screen shot and it's 7 gold to buy another Jasper next door, and my Dark Elf toon is broke. But a GM should be able to replicate this easily.
