Few reasons for this...
a) grind is horrible... I was as hardcore as it got in Live, and well 10 years later responsibilities change, odds are people were playing other games to, and it just equals out to an overall frustrating experience... there have been times that I have logged on, played for 6 hrs and actually was further behind than when I started...
b) star wars, wow patch 4.3, etc things will continue to dwindle as GW2, diablo 3 etc come out.. this server imo was a year or two too late... 2 years ago, if it would have had a great pop
c) people cheating and absolutely nothing being done about it... y should I legit grind to 50 with work, school, gf, etc when the nolifers even tho they have 16+ hrs to play the game still go out of their way to cheat to lvl?
And there is a plenitude or other things that have turned me off.. but oddly enough I haven't stopped playing.. just my play time has gone down even further....

Don't give up brother.
Learn to make it fun for yourself. I understand that some people might go too far with some things and make it seem worthless to level legimately but it's all an adventure.
The biggest question you need to ask yourself is:
"Why should I worry about what someone else is doing if it doesn't effect me?"
I run around tee-heeing everywhere, having a good time. I've lost so many levels to pvp or just dieing to shit but I'm not going to complain about the exp grind. The journey of leveling to max level was most of the adventure for any game.
Just learn to make the most of your time. I don't have a lot of time to play while deployed but I make it worth while.
Because god dammit, I don't know about you but I just love killing moss snakes.
