Dude, really, +4/-4 with FFA in raid zones is perfectly effing fine. It's not a teams based server where opponents will be limited by hard coded faction. The lowest level person thing being the determining factor is a wtf in my book.

You do realize that people kept Clerics OOR because CH is a Level 39 spell. So Clerics could still heal, and be immune to PvP ganks.
There are two easy fixes:
Cast any spell on a person in PvP, Flags you for PvP (I thought this was supposed to be implemented actually).
Remove level ranges on PvP entirely. People who grief lowbies will then get their shit pushed in by other people because they are being giant douchebags. Sullon Zek was epic in this regard.
To fix griefing, make it no EXP loss if they are out of the 'level range' but still keep them open to PvP.
