During peak hours there are plenty of lowbies playing in the lower lvl zones, plenty of groups to be found, and plenty of loot to be had. There are also plenty of people with alts who take the time to level them up the old fashioned way, as opposed to getting a powerlevel.
That's just my experience at least so far. It also seems much easier to start a group then to wait for one to form.
