On Sullon Zek you could pickpocket members of other teams anywhere, and often get a great deal of coin... up to 10% maximum of what they were carrying, I think. There was no level limit to engaging in pvp there so I agree with the other posters that it should probably be limited to PPing someone who can attack you back.
