You've got to take into consideration which spells you are casting versus which spells your brother is casting. For instance, if you were a Shadow Knight casting Disease Cloud, your brother would probably never get aggro. Same with a Paladin doing blind and stuns, or a Ranger doing snare and flame lick. If you are primarily nuking the target like with a Wizard or Mage, you won't be generating much aggro in comparison with Enchanter spells like Tashan (magic resist debuff), Languid Pace (Enchanter slow), and mez which super aggravate a mob as well as the Enchanter nuke line which includes a stun effect. If you are piling Damage Over Time on the mob, well, you're gonna have to wait Over Time to generate your aggro.
Enchanters, if not soloing, definitely do best in a group where there is someone to manage the aggro and take the heat off the chanter. As already mentioned, Root is a good tool when all else fails, though a good understanding of how each class contributes to the mob's hate list is also important. Interestingly, Tepid Deeds (the second Enc slow learned at L24) causes less aggro than either Languid Pace or Shiftless Deeds, which are the first and third slows respectively.
