I honestly would not make a shaman for fast solo levelling. I rerolled shaman a while ago and twinked him out a bit (poison wind censer, suit of jaundiced bone/totemic, ac5/55hp rings) so he can take hits and do good melee damage. Even with that advantage, soloing to 24 was slow, and from 24 on (I'm 28 now) with canni and regen soloing is a bit better, but still not up to par with a mage or necro of equal level (I have not played a druid - can't comment). I can't imagine how painfully slow root rotting as a low level shaman would be, and as an untwinked shammy I don't think you'd be that efficient taking hits all fight.
If you really just want to get into your rogue, you can get a mage or necro up to farming level in no time flat. Probably easier with a necro since pet nerf.
Shaman is a great class don't get me wrong, but without the AC and a heavy hitting melee weapon you're basically a cross between a gimped druid and a gimped warrior when it comes to soloing.
