After reaching 100 bind wound skill, it is no longer increasing on it's own through using the bind wound action. Must spend skill points to further increase.

Once my Paladin hit level 20 the bind wound cap increased to 105. After blowing through 16+ stacks of bandages the bind wound skill did not increase a single point from 100 skill. I went to my trainer and dumped 5 points into bind wound to increase the skill to it's 105 cap for level 20. The paladin is now level 21 and the skill once again is not increasing on it's own as I have already gone through 13 stacks of bandages without a single point increase. There seems to be something wrong? I have leveled several other characters that use the bind wound skill and never had an issue until this Paladin.
